Support for smart business solutions

The aim of the project is to improve the conditions for the emergence of new ideas and solutions in public administration. The resulting benefit is the support of start-ups, small and medium-sized companies in the field of smart technologies, which participate in these ideas and solutions.

No tool or process is currently used at the level of local governments of Liberec Region to search for solutions to the needs of public administration using innovative approaches. There is a lack of controlled mapping of ideas, generation of new ideas and development of innovative solutions in order to improve the functioning of regional public administration, eventually in order to bring greater comfort to the inhabitants of the region. Smart IT solutions are not systematically included in the daily agenda of the Regional Authority of Liberec Region.

The aim of the project is to set up and launch a program to support smart ideas in public administration. The purpose is to satisfy the real needs of public administration entities, including Liberec Region, both through smart solutions in the field of IT and beyond. The project involves cooperation with IT specialists, entrepreneurs or small and medium-sized companies. This supports the development of small and medium-sized companies, the creation of new jobs, building of capacities for research and development of new solutions. It is desirable to connect employees and partners of local government entities with the commercial sector, build trust and willingness to change, transfer knowledge and skills and generally cultivate an innovative culture of local governments in the region.

In the project, we focus on defining needs and finding solutions for public administration. The following steps have been set to achieve the goals.

• Mapping and defining needs in the region focused on the needs of public administration and Liberec Region. Finding solutions using smart technologies, among others (round tables, brainstorming activities, structured interviews and surveys)

• Use of innovative tools for finding new and innovative solutions (focus groups, crowd brainstorming using online tools and social networks, public expert moderated debate, crowd sourcing, online collection, gamification, sounding board)

• Analysis of needs, selection of priority topics, specific goals, active communication, continuous updating

• Presentation of thus defined needs in the form of demands from the public sphere, possibly in the form of an open competition for a smart idea

• Listing of selected topics as subjects of orders or competitions for solution designs, involvement of IT specialists, small and medium-sized companies in the creation of possible solutions

• Evaluation of proposed solutions, new ideas and thoughts, their commercial potential

• Implementation of projects based on the selected solutions
