Electronic communication and cybersecurity
The project aims at complete digitization of the administrative processes of the regional authority and the related increase in efficiency and cost savings achieved by reducing the time required for individual tasks.
The regional authority is currently considering options for digitizing internal and external processes. At the same time, it defines the weak points of communication within the starting line of the project.
These include the absence of a central solution. Many agendas are registered in different information systems. Some processes are fully digitized, some only partially (at a certain stage of the document life cycle). There are also processes that still take place in paper form only. The full digitization of the documentation is hindered mainly by the settings of some internal processes and the human factor (preference for manual adjustments and signatures). In addition to electronic documents, printed documents are still circulating.
With the current settings, the use of the electronic signature on each document is not time-saving, mass signature or changes to already signed documents have not been resolved. Commenting on materials within the regional authority as a strong agenda does not work electronically. Communication between the departments of the Regional Authority depends on a specific agenda or agreement. There is no pressure to digitize communication.
Communication between the regional authority and citizens can be conducted electronically. However, the citizen does not have an overview of the status of the processing of their application or other agenda directed to the regional authority.
The regional self-government digitalization project has three levels
Introduction of electronic communication within the regional authority
Working with paper documents has a negative effect on the organization of work and labour costs (costs extra time and money). The regional authority processes a daily amount of information that it creates itself or that is delivered to it. The number of documents is not decreasing, the requirements for operations connected with their circulation are growing. A document is a functional element that is subject to changes. It needs to be disseminated effectively within the organization. If required, it is necessary to ensure its immediate availability. The digital form, i.e., the "paperless office” concept, is much more appropriate to meet these requirements.
Extension of electronic communication between the inhabitants and the regional authority
The Registry Service of the Liberec Region is a trusted system for document management. The service has the entire life cycle of documents (their movement and status within the authority) covered. In order to improve the informing of citizens about the status of processing of their applications or other agendas, the system can partially be made available to citizens.
Ensuring an adequate level of cyber security
Hand in hand with ensuring the widest possible deployment of automation and digitization of the agenda, it is necessary to take into account the possible risks of data loss and cyber-attacks. The regional authority ensures cyber security on the basis of the valid legislation. Given the growing risks, this agenda needs to always be one step ahead. This consideration results in a continuous process of assessing risks and ensuring cyber security at a level that can prevent even sophisticated attacks.
