The project aims at general streamlining of the functioning of regional public administration. The goal can be achieved by creating a central agenda of data management and use, including the construction of a central data warehouse.

At present, the Regional Authority does not have an agenda that would be able to evaluate increasingly larger and more accessible volumes of data in agendas within the Authority. Individual departments and organizations work with data individually. There is no setting of long-term goals for working with large data sets (so-called big data) across the Regional Authority's activities and related long-term agendas concerning working with data. There are no processes that would set standards and look for new possibilities of working with data.

To achieve the goal of the project, human resources equipped with appropriate knowledge are needed. Specifically, employees with the ability to work effectively with data and develop it, find financial and time savings and actively search for areas where it would be possible to improve the lives of residents in the region thanks to new knowledge. At the same time, there is a lack of analysis of potential and needs that can be better described and addressed with the help of new data in order to achieve a quicker response and ability to act.

The aim of the project is to achieve the ability to concentrate data from various sources, enrich it with additional, qualitatively new information and provide it to local authorities, companies and the public as a valid basis for their decision-making, for the emergence of innovative solutions improving the life in the region.

Two pillars of the project 

Creation of an unofficial position (function or agenda) within the Authority with the task of fulfilling long-term visions and culture (so-called "data-driven culture") in the field of data management and use. This position shall include research and development in the field of data collection and analysis based on foreign models.

Establishment of data infrastructure, i.e., a central data warehouse. Provision of hardware and software equipment. Building data repositories with adequate computing capacity enabling collection and evaluation of digital data and information.

The volume of data doubles worldwide every two years. A total of more than 44 zettabytes of usable data were available in 2020. The ability to use and process the data will become an important factor in the competitiveness of states, regions and municipalities in the future.

The trend that we are already observing in companies, but also in major world capitals, is the creation of the so-called Chief Data Officer (CDO) position. These are individuals or entire teams responsible for finding new opportunities based on the processing of large volumes of data. It is a relatively new function, but it is quickly becoming one of the key drivers of innovation within companies and public administration entities. Data is perceived as a strategic asset, systems for their effective processing are beginning to play an increasingly important role in our society.
